No guest login is needed.
The reason why you didn't see "Quote and Reply" option was that you are a registered user and merely signed out from forum. It detects that based on a browser cookie. You would notice it still shows your name on top even when you are not logged in.
To test this feature I would suggest try to post from a different browser or better just remove your browser cookies. When it stops showing your name on top then this application cannot detect that you were a registered user and "Quote and Reply" option will appear. It took me a while to figure this out but I think it is a nice feature.

I have been requesting people to post their general queries here.
Is there an email id where FTI members/non-members can send emails? That could get reflected as posts in a constant thread on a forum, titled 'Emails' (say).

I want to inform you that 'Develop Empower & Synergize India (DESI)', a student group of which I'm a part, is organizing an event called 'Bharat Jugaad'. It is an effort to encourage the Indian youth to take charge of the problems that our country is facing and there is an excellent opportunity to win prizes worth $2000 (first prize $1000) !!!
This event is open to all Indians under the age of 25. It celebrates the spirit of being proactive and contributing to the society. Eligible applicants can submit the chosen problem, its solution and implementation method in the format of their choice. The entry can be a written text (maximum 2000 words), a video no longer than 10 min, or a combination of both. DESI will review all the applications, score the entries, and the top six applicants will be awarded prizes worth $2000. The winning entries will be displayed on DESI website, and publicized in media. DESI will also try to share these ideas with as many people as possible to gather support for implementing them.
A nation is but the collective attitude of the people. I encourage you to participate and kindly pass on the message to our fellow citizens. A collective effort from our part could trigger a change, a change that could lead our country to continue in it's stride for excellence.
